Brandon Howlett, M.S. Ed., is a Senior Policy Analyst at the Center for Innovation in Population Health at the University of Kentucky. In this role he works closely with New York State Department of Health’s CANS-NY Technical Assistance Institute. He also works with other jurisdictions around the world providing training and facilitating the advancement of learning collaboratives. Brandon works with many systems that are implementing the Child and Adolescent Needs and Strengths (CANS) and other Transformational Collaborative Outcomes Management (TCOM) instruments.

Brandon has over two decades of experience in the human serving industry. Prior to joining the TCOM team, he was the Training Manager for Government Contracts and the CANS-NY Institute Regional Lead at the Sidney Albert Training and Research Institute (SATRI) in Albany, New York. Brandon has experience training on a large variety of topics from behavioral health service coordination and delivery, clinical support techniques, workforce development, to Medicaid billing software. He has trained specific content which includes non-conscious bias, diversity, cultural awareness, adapting to change, conflict resolution, interpersonal communication skills, trauma informed care, Medicaid service provision, and client engagement amongst many other topics.

Brandon also has a decade of experience working in community-based behavioral health programs. He provided children and families with support, therapeutic based guidance, linkage, and rehabilitative advisement that was rooted in evidence-based practice interventions. Brandon currently utilizes this wide spectrum of experience and his knowledge of TCOM in coaching and supporting individuals and jurisdictions in the practice and application of the TCOM tools.
